The only way to submit your website to Google is to use the Google Search Console. To do this, send your sitemap or a specific url on your website.
If you don't know what a sitemap is, let me explain:
A sitemap is an XML file that contains the list of all the pages on a website.
You can find your website's sitemap at – yourwebsite.com/sitemap.xml

If you don't already have a sitemap, you can easily create one. You can use the Yoast SEO plugin if you are using WordPress CMS or use a sitemap generator tool for static websites.
To submit your sitemap, go to Google Search Console> select Properties> Sitemaps> Insert Sitemap URL> press enter.

If you are using the old version of the Search Console, you can follow these steps.

So you've submitted your website to Google for indexing. But what if you want to send individual pages or URLs to Google?
With Google, you can do this through the search console. However, you have to use the old version of the Google Search Console as the new version is still in beta and does not offer this feature.
The new search console offers another way of submitting individual URLs, which we'll get into below.
First, let's see how you can submit a single / custom url to google.
In the old version of the search console, there is a tool called Get As Google that you can use to submit pages.
You can find this tool at Search Console> Crawl> Get As Google> Paste URL> Get.

You must submit your sitemap to Bing Webmaster Tools in order to fully submit your website to Bing. For the option to submit the sitemap, go to Bing Webmaster Tools> Add Site> Fill out the form and click Submit.
When you submit your website to Bing, your website is also automatically submitted to Yahoo Search because Yahoo uses Bing's search index.

Just like Google, Bing stopped submitting links due to too many low quality links being submitted.
Therefore, there is currently no way to send an individual URL to Bing. You need to submit your sitemap to Bing Webmaster Tools.
